1949 8N ford tractor

What carb?? M/S clone or a Zenith?? If a M/S clone upper screw at 1 or so turn out and bottom 2 or so turns out to start with then fine tune for where you live
 
I don't understand is it the main adjustment or idle adjustment? I don't know what 1 and 2 mean.
 
Carburetor adjustment depends upon engine condition. There is no preset "right" adjustment.

A new carburetor should be adjusted such that the engine will start, all else being OK.

Once started, set the idle speed to correct RPM.

Then set the idle mixture for max idle speed. Readjust idle speed if desired.

Finally, set the mixture screw such that the engine will accelerate from low RPM upon a quick opening of the throttle without stumbling or producing excessive black smoke from the exhaust.

All adjustments should be made with the engine at full operating temperature.

Of course, one should never look to carburetion unless/until ignition is spot on.
