Foam in hydraulic system D6006

My Brother has a Deutz D6006. He had intermittent problems. The hydraulics would stop and stutter He changed out the pump, but the problem is there, the dealer ordered the wrong filter , so he is going to get one and gonna replace that. He noticed foam in the system by the filter. Any suggestions??
 
Foam is caused from air getting drawn into the suction side of the pump.

Can be caused by low oil level, restriction on the suction side, like a clogged filter or suction strainer in the tank (if equipped), or a leak in the suction line.

Once air is whipped into the hydraulic oil, as in it has a milky appearance, it will take a while for the air to separate out, even after the problem has been repaired. It generally comes out when the pump is not running, like sitting overnight. It will eventually clear out, but may have spongy operation in the meanwhile.
