Looks like a light-duty "pallet puller".

Clamp for hoisting up sacks of flower or whatever sacks holds into lofts or ware houses. The chains with the lift ring in the center would hold the jaws tight onto the sack.
 
Not very heavy duty, but it looks like it would be used to pick up something. With it, being held closed by pull pressure on the handle. Maybe light sheet metal? I'll bet some one has the answer. Stan
 
I was going to say the same. Also there are skids that are smaller than pallets. You got that long tractor trailer full of items on skids but no loading platform. That clamp and a really long chain. Just grab them and slide to the end of the trailer. Then the froklift can get to them. Kinda crude but it works. Unloaded a few in my time.
 
Please let me add . First I don?t know what it is used for . A little more information .The handles are 10 inches long , the jaws open about 1.5 inches . When the jaws are fully opened the handles seem rather far apart and may not be able to handle a lot of weight. Hope this helps and thanks for all comments.
