I have a 2504 ih which had electronic ignition it went out.So i put in new points condensor coil plugs wires and new resistor.have points gapped at .020.when tried to start no spark.I went back and cleaned points to make sure werent coated.I have 12 volts at points when cclosed and at coil.Am i stumped or is there something im missing .Help please

If you have 12v at the points when closed, the points are not making contact, the wire is not properly connected or broken, rare cases the distributor housing is not grounded.

With points closed should have 0v to ground.

I agree with Steve. If the points are closed and ignition is on, use your tester to see if the fixed point (non moving) is also at 12v. If it is, the points set is not finding ground through its screws or backing plate, or distributor body. To work it must be grounded. Smetimes the points need to be burnished with very fine paper (600 grit) to actually remove the coating. A Q-tip with a touch of laquer thinner, or nail polish remover will also take it off. Jim (maybe the electronic ignition failed for lack of ground!)
