In New Zealand that would not work, you need a minimum of a car drivers license to drive a tractor on the road and the tractor has to be registered (number plate and license fee paid)
 
Don't work here in Canada either....You cannot drive anything on public roads if you have lost your licence for any reason....but registering farm vehicles is not in effect here, but the law will interpret that Fordson as a non farm vehicle...

Road? WHAT road?!?

It may be that they're traveling on the road in the daytime, but they "might" also be staying off the roads. If the drivers there are anything like in some areas stateside, they'd be smart to stay as far from roads as possible!

In our area, there's a good number of folks who rent a place during winter, then live in a small cabin during summer. So maybe these folks do something similar? Or maybe full-time?
 
I used to think I might want to move to New Zealand, but it sounds like they have too many laws. I'll just stay in Tennessee.

I would bet they are Amish or conservative Mennonites. Many of them do not allow cars but do allow rubber tired tractors. IF you look you can see bicycles on the back.

A local fellow has a camp ground along the smaller local river, maybe 75-100 lots. He has several Amish that come there in rigs like that one.
