Cat 12 serial number

I am looking at a Cat 12 that we can barely make out the serial number. It looks like 70D3685. Can anyone verify the year for me?

I could not find any Cat graders that had a serial # starting with 70D

Look at the sides of the frame,above the front axle,where it starts to go from angled to straight.It will be stamped in there somewhere because the tags seem to get lost.A lot of those started with 99E,depending on the year.I almost think it is about eye level.
