1973 ford 555 steering problem.!!!!!

Hello I am having issues with a couple things on my tractor. First problem is the steering. I can steer both ways all I want bit tires don't move ... fluids are fine sometimes white. Second issue I am having is a weak left to right much in on the back hoe any idea what causes this? Any help is much appreciated. Thanks
 

First we need to know what you have, Ford didn't make the 555 model in 73.
In 73 ford made the 5550 4 cylinder model
74-78 was the 550 3 cylinder tractor
78 and up was different versions of the 555 with ether 3 or 4 cylinder engines.

Which model do you have?

For the steering have you checked the fluid level in the power steering pump?
Normally it's ether low on fluid, a steering cylinder is bypassing and needs rebuilt or the power steering pump is bad.

Assuming your talking about the left to right swing, if everything else is working ok then you probably have a swing cylinder that needs repaired.
 

Your tractor has a separate power steering pump on the left front of the motor, that has its own reservoir. It only provides for the power steering. Does it have fluid?
