Looks like the Peru Wheel and Iron works (of Peru Illinois) Thrifty farmer conversion. The kit to covert a car to a tractor could be bought from Wards or Sears.

Maybe its the southern hemisphere version of Peru, considering my picture p0sting struggles. Thank you for the quick ID. Does anybody have an opinion as to what vehicle provided the chassis?
