Ford 7600 DP PTO will not disengage

I have a 1976 Ford 7600 the PTO will not disengage we have split it and replaced the PTO clutch pack and the pto pump what am I missing ?

Dunno ANYTHING specific to your tractor, but typically there's ports where PTO clutch and brake pressure can be checked with a test gauge.

Is this possible with your machine, and, if so, has this been done?

Also, what's "the rest of the story", why was the "PTO pump" replaced?.

the clutch went out and the pump was week so we changed them bolth since we had it split
we had a stuck valve not allowing it to disengage
