I've seen a couple of brush hogs like this and wondering are they designed for something more that just cutting brush? Why the double blades and the side wheels? Is it because they are too heavy for a 3pth design? Is their specialty corn stalks?
Just wondering.

Double blades were used for shredding crop stalks in crops such as cotton.corn & milo. The cutter in your photo could also be attached to 3 pt hitch if hitch & axle were removed. Transport wheels on side of cutter reduced tongue weight & shortened turning radius of cutter. IIRC model number of that JD cutter is P-107

There are still some old tractors out there without a 3 point hitch, and that's what these cutters were made for. They're actually better than 3 point on rolling ground, because they follow the contours.

I have a 3 pt and a trailer model. It's a 207 Gyramor. My dad bought one when they first came out because the VAO would run it. It could get a little scary when you put in the clutch. You learned to kick it out of gear quick. With angled blades they work great for cutting brush. Blades and bolts are still available from JD.

I spent a hot, humid afternoon yesterday swapping the wheels to the rear on mine. With the wheels in the forward position they mash down the unmowed grass and the cut looks awful. Haven't had time to see if it will be any better. I only have one set of flat blades not two.
