Tach and cable

My tach/hour meter has been broken for some time. I checked the cable and it turned so I bit the bullet and bought the expensive tach. Installed today and it will only to to 800 rpm's. I have checked for restrictions to the needle and see none. Took tach out of housing and hooked directly to cable--same thing???
 
Does your present tach run off the back side of the cam gear and the new one is made to run off the back side of the generator? That would explain a difference in indicated rpm.
