Some questions come to mind. What kinda of ground do you have? Do you plan to uses liquid? Do you have duals on your 1170. In some of our clay and heavier ground I would say yes but we farm in some sand ground and our fwa spins in but it?s also a 1790 splitter so it is much heavier. I?d say with duals and fairy flat ground you should be fine. I am assuming that you are looking at finger pickup I?m not terribly familiar with case. Used to have a 1070 and I?m pretty sure the hydraulics would not be capable of running vacuum lift and markers
 
I don't think the 7000 had anything vacuum on it. I would think you could pull it. I pull a 6 row with a JD 2440, which is 60 hp with no trouble.

And the planner I?m looking at has liquid fertilizer don?t know if I?d ever use it or not
 
My brother pulled a 12 row front fold jd planter with dry fertilizer with a 2290 for many years and did fine. They are about the same hp. You will need a nearly full set of front weights and duals tho. The 2290 and 1175 are both rated about 125 hp. You will have a full load in Sandy ground tho.
