Case 411b transmission issue

Hi all I have a question regarding the case o matic transmission. It is a 1959 with a case loader and my issue is after a significant hydraulic leak that all but emptied the reservoir, I repaired the leak and refilled the resevoir right about to the full mark on the dipatick. Now the tractor is having an issue in fourth gear, both high and low, however all other gears work perfectly. In fourth gear it seems the engine is slightly struggling when In low gear but when I put it into direct drive it begins to slow and nearly stall. My main question is could this be due to a lack of hydraulic fluid ? And if not what could it be ? Thanks in advance for any help you guys can give me.
 
You just don't know how a COM transmission works
Think of it as your PU with auto transmission. You put it into gear at an IDOL and then give it throttle and it will start moving. When you pull the lever down on the dash, of your 411B, it locks the rear of the converter to the flywheel, making a direct link to the 8spd tranny and you did not give the converter time to build torque and supply rotary torque to the transmission, making the wheels turn.
