IH 404 timing gear alignment

I bought a c-135 engine from an IH 404 to put into my Farmall C. I noticed a bad distributer / governor drive bushing and when removing it some filings from it fell down behind the timing cover , so I removed it to clean the filings out. Then I noticed the cam timing gear has 3 dots on it . When I rotate it around to check alignment with the crank dot the single bigger mark on the cam gear is 1 tooth off. When the crank is rotated 1 full turn the two smaller dots from the cam align one on each side of the crank dot. Is this correct or do I need to jump it one tooth. The engine seemed to run ok before taking it out of the 404 and the timing gears appear to be OK. Thank You to anyone who can help.Steve
 
Thanks for answering Mike. It is a gas engine. The ones I have seen in the past had 1 dot line up with 1 dot. Thanks Steve
