Power shift transmissions are shifted by clutch packs. The far most common cause of failure to shift is a seal that is leaking just a little too much for the pack to pressurize and hold. The shop manual may give instructions on how to diagnose it using the onboard micro-processor. Which transmission does it have? The 32 speed was known to be problematic.
