Flashing amber warning lights

So I am getting down to re-wiring the Ford 3000.
I think legal requirements for warning lights are flashing amber
on each side, to be seen from front and rear. Red tail lights
to be seen from rear.

My question is, do the two flashing amber lights need to be synchronized?
 

FWIW, I know NYS has lighting requirements on all ag equipment. I also know the only time anyone gets written up for not having it is after an accident or when they're doing something blatantly stupid. It's probably a great idea to have all the lighting and an SMV sign, but I'd bet 99% of the actual working farm tractors out there haven't even got on working headlight much less turn signals.
