With throttle lever pulled all the way back engine runs wide open. Disconnected linkage at carburetor, throttle plate works normal. Tried to adjust governor rod. Disconnected rod at carburetor. Pushed throttle lever wide open, held carburetor wide open with engine stopped, throttle rod in free position is 2 1/2 inches away from throttle. Can anyone tell me why?
 
With the throttle lever all the way forward and the arm on the carb rotated forward to wide open position, your throttle rod should be 1/2 hole short of dropping in.
 
Didn't notice your second post. Do you have an adjustable link from the throttle lever to the governor spring? If that is too short it would hold the governor wide open at all times. Disconnect it (not while running) and see what happens to the governor position.
 
Is not rod pulled back wide open and forward idle. I am not sure I understand. Throttle rod is top and shutters under it I think.
 
With throttle all the way forward the throttle rod is 3 inches short of the linkage on carburetor. . If I pull it to reach, it is spring loaded and will reach if I stretch it all the way out.
