hydraulic valve

Picked up a Farmall M with a dual loader. It has a pto pump and a 2 spool gresson valve. When I push the levers forward to lower the loader or tilt the bucket forward the valve sqweels and the loader or the bucket move very fast and will almost stall the tractor. When I pull the valves back to raise the loader or tilt bucket back everything works fine. Is the valve adjustable or is something else going on?
 
This is kind of a wild guess. If you just move one handle at a time does it work OK? I am guessing it is a series valve and when the cylinders are retracted, they push more oil to the downstream cylinders than what they are getting from the pump (there is more oil in the barrel end of a cylinder than there is in the rod end). If both sets of cylinders are retracted at the same time then there is a lot of oil trying to get through the lines and the valves which can cause lots of back pressure.
 
It does it when I move 1 handle at a time, guess I havnt tried moving them both at same time. I prolly said that wrong in my first post.
