1999 Ford 3930 Diesel Engine Stops

I own a 1999 Ford 3930 Diesel tractor, it has the 193 ci Turbo Diesel Engine Introduce in 1999 just before New Hollands take over.
The issue I have is the Tractor always starts right up without skipping a beat even on a cold cold morning, however then begins to slow down and shuts down after running for about 5 minutes in the Winter months while blowing snow. The engine surges in the Summer months however it never shut right down, will eventually pick up it's RPMs again. It has fuel and oil, it almost acts like its water in the fuel filter, however I've changed the filter out twice now and it's still doing it. After shutting down, initially the tractor won't start right away, however if you turn the ignition switch off, and let it sit for 5 minutes it will start again without bleeding the system. Does anyone have any ideas on what could be the problem?
Next time it shuts down, I'm going to see if I have power coming into the shut off solenoid at the pump, with the key still on.
This should I guess tell me if I might have a faulty fuel relay switch. Does anyone else have any suggestions?
 
Try removing the fuel line from the tank to the filter base, how is the flow TO the base into a pail? May be a restriction in the tank or the shutoff valve assembly. The early CAV DPA solenoids could have the spring/plunger removed for testing if it has one, and the manual stop lever used to shut down for testing. Usually solenoids are like a light bulb, either good or bad. Sometimes they begin to fail when warm though. The latest solenoids are designed different, the plunger can't be removed for testing purposes.
 

That one has the Lucas Delphi emissions pump, they used them on the 98-99 models.
I was looking at a neighbors 98 the other day that's leaking fuel from the small bolt that locks the pump when they time them on a pump stand.

I'd check the fuel flow first
 
I do not know that tractor but if it has a lift pump with a strainer or filter in it, that is where I would look. It it is plugged changing fuel filters helps very little.
 
If it has a fuel filter on it, try changing the filter. I used to help a neighbor with silage, and every year I had to change the filter after running for a day or two and using his fuel. He used to complain about having to change tractor filters almost on a weekly basis. I finally got him to put a filter on his tank. He did ask me why I didn't tell him before.....
 

if it was a clogged fuel line or screen at the base of the tank, would you not think I would be needing to bleed the system every time it shuts down?
 
I posted about this problem just last week. I have had 3 of these tractors in the shop in the last year doing the same thing. One was a ground problem, one was the relay and one was a loose connection where the ring terminal was crimped on the wire at the fuel solenoid. I had a 4630(same setup) that I fought for 6 months, We wired an indicator light in the wire going to the solenoid to see if it was loosing power or if it was the solenoid. Turned out it was a loose connection on the relay. It's just a process of elimination, you will eventually find it.
