John Deere 3020 fuel problem

So the metering valve, delivery valve and plungers were all stuck. Also replaced the governor ring with new housing for weights. Put it back on engine and am trying to get housing full if fuel before I crank it over. The pump on the side if the engine has the little lever and will deliver a lot of fuel to the inlet of the injection pump. Screen on inlet valve was clean and spool moves ok. Am I missing something or should I just crank it some? Also I was wondering about how much the engine would have been out of time for injection with the old governor ring setup. The pins on the drive plate were almost worn into. Seems like that would have retarded injection by a lot. Would it make for a lot of smoke and low power? I was not there when it was parked 12 years ago. You guys have been so much help! Thanks
 
Housing does not have to be full to start, it will fill up after the engine is running. You can keep pumping the hand lever if you like, but it's not necessary. Leave the lines loose at the injectors, then crank as if you are starting it. When you see fuel delivery at each injector tighten the lines and start the engine.
 
The pins just drive the weight retainer so they do not affect the timing. As Dieseltech said, no need to fill the housing before starting. It will run a little erratic for the first few minutes until the housing fills. Mostly just the governor surging a little.
