Got a Continental Z134 on a MF. cylinder 1-3 compression test 110 to 115 # 4 cylinder tests 45 LB. Anybody guess about the problem.

Check the valve lash, you may get lucky. Probably a bad valve? Did not say about smoke so I am guessing rings are OK. Squirt a little oil i the cylinder, then take the compression test. If it goes up quite a bit rings are probably worn!

Remove the side plate behind the carb and check the valves on #4 see why its not moving

If you were well schooled on the issue you would not have to guess...
A Leak down test will educate you...

You're asking for a guess...
Is there excess smoke puffing out the crankcase vent pipe?
If yes, it is probably rings.
If no, it's probably a valve problem.
If valves are suspected, take the valve cover off, check the valve lash clearance, look at the valve springs for broken coils, turn the engine through and watch that the valves are opening. Could be a flat cam or bent pushrod.
If you end up pulling the head, be aware that the cylinder liners just sit in the block, held down by the head. With the head off, they need to be bolted down with a couple of bolts and washers to prevent them from riding up and breaking the seal at the bottom of the block. If any ride up, trash will get under the seal and leak coolant into the oil. Whole nuther can o' worms!

Carbon stuck valve. Get 2 pints of Sea Foam (about 12 bucks at Walmart). Put one in the oil and put the other in 2 gallons of gas. Run it for an hour at moderate speed. Turn it off and let it sit for a day. If new gas mix needed get it. Restart it and run for another.
Change the oil and put in new gas. When the oil gets dirty change it....should be within a couple hours running. Change it again. If that no-effort exercise doesn't solve the problem for you then get out your wrenches. The rest of the cylinders are too good for this one to be this bad with an overall engine wear problem.

Expect smoky exhaust until you get the cylinders cleared out and you probably will want to put in new spark plugs.

My best guess is leaky valve due to carbon build up. An old-timer I know that has eons of experience with MH and MF engines will set a fast idle and spray water into the carb inlet for several minutes at a rate that makes it run rough but not die. He says that cleans em up cheaper and better than Sea Foam. He uses a Windex bottle. gm
