1947 ihc cub governor or mag problem?

This is my first post and my first tractor. I have ignition problems, cub won't start. Have a j4 magneto that I put a new coil, points cap and rotor on, new condenser, new wires. still won't start. In checking to make sure the timing was not off, I notice that I do not hear an audible "CLICK" from either the governor or the magneto. In videos I have watched on static timing a cub you can clearly hear clicks. Can anyone tell me why mine does not?
I do get a spark from the coil but I don't know if it is powerful enough, and no spark at the plugs. Please help, this my first project and I don't want to fail.
 
There should be a clack-clack-clack from the magneto while turning the engine through with the starter.

That is done with what's called an "impulse spring". There is an internal mechanism that winds the spring, then releases it to spin the mag fast enough to make a spark while cranking. The spring is probably broken, or the mechanism is stuck. You'll need to take it apart further to find the problem, or send it for a rebuild.

The governor should not make any sound, different component, different function.
 
Thank you for the comment I will tear into the back end of the magneto and see what I find. I really want to be able to say I fixed it myself. As an aside , I thought it was the governor that turned the magneto. Am I wrong?
