hey guys ,hoping someone can help....have a 550 oliver that we put new pionts, coil, cap & rotary button but still wont start and have no spark at pionts

You should have near battery voltage at the switch input to the coil. If not, check wiring back through switch to the battery.

If you have voltage to input of the coil, on the output wire from coil to side of distributor you should have near battery voltage with points open, near zero volts with points closed. If it does not go to zero your points are not closing. Take the flap of the box and pull it through closed points. Points come with a protective film that may prevent good contact

Why new parts with out trouble shooting??
I would start by opening up the distributor and turn on the ignition and open the point by hand. You should both see and hear a spark when you open them by hand. No spark then you either need to clean the points or you do not have power to them
No spark the next thing I would do is try a hot wire from the ignition side of the battery to the ignition side of the coil. When you hook up a how wire an if the points are closed you should get a small spark which will tell you the points are good. If it starts and runs hot wired then your problem is from the coil back to the battery.

Spark should be a good blue/white and jump a 1/4 inch gap or more at the center wire of the cap and at all the plug wires
