Economy power king rear end stuck

Hello
I recently got a non running 1972 economy with dual transmissions and I thought the brakes were stuck but it turns out even with both transmissions in neutral it will only roll backwards.
When I turn the wheels forward the other one turns the opposite direction. Any thoughts on what would cause this

One of the transmissions is probably locked in two gears at once. If you jack up the rear end and turn one wheel forward and the other turns backwards, that's the way they work. Take the shifting lever covers off the transmission, then make sure the slots on the shifting rails that the shifting lever goes into are lined . If there not , you found your problem and the bottom of your shifting levers will need a little work
