What is this off of ? Can anyone use it?

I have one of those laying around my self. But that one is a whole lot older then the one I have but was common to be used on old trucks so as to keep the speed down. Back in the day U-Haul trucks had a form of that on them so they would not go over 55 or 60. Heard my dad complain about the U-Haul trucks when we would move and how the gov caused them to be super slow going up a long mountain road
 
I have seen belt driven governors used o combines and swathers that used car engines as a power source. My Dad's old MH 72 Clpper combine hada 6 cylinder flat head Continental in it , and I think it had a similar governor.
 
It could be from any kind of farm or industrial equipment that used a car engine. From a little 4 cylinder on a forklift to a big block V8 on an irrigation pump. A handy nieghbour repowered a couple of skid steers with VW Rabbit diesels using old combine governors like the one you have to control the engine speed. Don't toss it someone will find a use for it.
