Rabbits love clover over Pepper plants.

Notice top of clover is missing. Rabbits

I've never had trouble with rabbits and gardens. We are loaded with cottontail rabbits, and I do not spray the lawn for weeds. The white clover is their favorite, so when I replanted the lawn, I purposely got seed with clover in it.Every year the young ones are all around the yard, scattered, but so friendly and unafraid, you have to watch you don't step on them sometimes.

Woodchucks the same thing, though they will go for greens like lettuce, they most often go for weeds like purslane, pigweed or clover and whatever other legumes there may be. I've seen them right next to garden plants and not touch them. All depends on how dry it gets around here. Dry spell means they will be aggressive towards a kept garden if given access. This season, they are all over this place, but with all the rain, not a lot of pressure around the house. I detained 2 caught by hand, tamed a young one. they sure are something. You sure can learn a lot about them without much effort. Helps when you have to deal with getting rid of them.
 
I have white clover in yard. This is a taller red clover. Rabbits must like something different. Planning on planting red clover in garden next year.
 

Yes, the rabbits do like that white clover, but they also like the tender leaves on newly emerging clematis and trumpetvine. Since we are over run with rabbits, I will be using some 2,4d on that white clover.

Hopefully, by removing the food source, I will get rid of those pesky wabbits.

don't have ground squirrels in my south place. North place too
many ground squirrels, no rabbits. My garden is south.

.410s work pretty good also.

For what it's worth, I baited a live trap with white clover. There is now one less rabbit in my garden.
