Something is worn. Pull on the end of the shaft and see if it goes in and out more than 1/16 of an inch. Could also be the detent ball inside the round cover on the let side. Make sure the slip part on your bushhog pto shaft is well greased and slides easily.
 
As suggested below, grab ahold of your pto shaft and see how much in/out movement there is.
More than about 1/32" and the snap ring inside has been popped out of place which causes the pto to disengage.
Very common problem on those Fords.
The usual cause is from a drive line on your mower being too long and when you raise the lift the geometry causes the driveline to push that snap ring out of place. So check your drive line length to keep it from reoccurring. Repair the snap ring by draining your rear end oil, remove the 4 bolts that hold the pto shaft in then grab the shaft and pull it out of the tractor.
On a difficulty scale of 1 to 10 with 1 being adding air to your tires and 10 being overhauling an injector pump your project is about a 1.5
