820 John Deere 3 cylinder diesel

I have an 820 John Deere that the 3pt. arms won't go up. I've taken the cover off and the lever appears to move the piston in the valve but can't get it to work. The power steering works fine. Any ideas.

The limit of my knowledge of tractor hydraulics seems to be looking at linkage and other parts for obvious problems, and finding and cleaning/replacing the filters. Thus far, it seems to be all the knowledge I need. Filters are often mounted at a low point in the system, and tend to accumulate water, leading to sludge and plugging.
