48 farm all M starts on high rpm

I have been trying to get my dad's 1948 M running. I have gotten it started but it's running high rpm. Cannot get it slowed down at all. Any suggestions?
 
When that happens (and when the carb has been removed and put back on) the first answer is the tiny discusting tab that connects
the throttle plate to the governor linkage. it is inside that tube at the top of the carb and is difficult to get in the slot. Care
and a good eye will fix it. Jim
 
That corrected that problem! Thanks! I do not know much about this tractor. My dad passed away and I'm just trying to get it running and usable. Now I throw the throttle lever down it runs out of room. Tractor is probably at 1\2 throttle. Pull it back to you it maxes out about half way at full rpm. Any ideas?
 
Pretty normal for a farmall throttle linkage to be out of whack. The governor control lever on the back side of the governor
should be able to move through its full range. I set the linkage length so the lever is to the stop for full throttle (engine off)
and the lever is at full back notch. The lever will then be useful for about 2/3 of the travel and will have the slack at the low
idle end of the travel. There are springs and nuts on a pivot link above the manifold on the cylinder head that is often part of
the issue. Look at the on line parts diagram at caseih.com search for parts by model. Jim
