420-B Case No pump pressure from the clutch valve.

Replaced filter and checked lines. Cannot shift when clutch is depressed. Has very little power driving in direct or torque drive. Difficult moving shuttle shift. Will a bad pump do all this? Is it just the clutch valve/seals? Do I have bigger problems? I need help.
 
I would first check the flow control spool/valve that is mounted next to the control valve the clutch pedal hooks to, they can stick open and cause this issue, those pumps are low psi and seldom go bad

Yes,, as that controls all flow of oil from the pump to the clutch control valve that is why I posted it as I have seen it do the same thing more than once in the last 50 years

I removed what the parts manual says is the regulator valve. It was in the closed position. I was able to move the plunger against the spring. So it did not seem stuck. I will put it back in next week. I will see if I get oil out of the hard line tube coming out of the regulator valve back which goes back to the cover. What may be the next area to look?
