Carb needle and seat issue

I put the original needle and seat back in the carburetor that was sticking with new one, it is acting up too.

Do you suppose it is a cap venting issue?
 
So was the new needle ans seat the one that has the spring clip on it or is it a cheap kit with out the spring clip?? The spring clip type are the improved set up so that the needle cannot stick closed. The kits I buy always have the spring clip type needle in them
 
So it has a spring clip then it sounds more like the float is bent in such a way it hangs up on the side of the float bowl. With the carb off the engine and empty you should be able to turn the carb upside down and then right side up and hear the float moving and if you cannot then the float is bent and hanging on you. Every time I open up a carb I do the flipping the carb upside down and right side up to make sure the float moves as it should

Someone on YT posted years ago to remove the metal carb bowl and use a small glass container so you can see what the problem is. If something is sticking or the brass seat is leaking there it comes in contact with old rusty carb.

Give that a try.

Someone says you need to "clean" the needles and seats. I've cleaned and cleaned and cleaned and cleaned and cleaned with every solvent imaginable, and I still have problems with them either sticking closed or not sealing. Carb cleaner, brake cleaner, MEK, acetone, paint thinner, gasoline... You name it. I've tried it.
 
What happens with the carb flipped upside down when you blow into the fuel line ? Is the needle shutting it off then?
