I have a to 20 that wont start i converted it over to 12v and wouldnt start. changed the plugs and started right up i didnt run it for more then a minute though. I started it up later and started great used it to haul some logs around turned it off and then wouldnt start. I changed the points the coil and distributor cap. It acted like it wanted to start but now it is acting even worse when i dont turn the key it turns over great but as soon as i turn the key it becomes very hard to turn over and there is what seems like back pressure coming out of the exhaust and the air filter. I am at a complete loss

Sounds like somehow the ignition timing is too far advanced.

Is the distributor clamp loose?

Try turning the distributor housing CCW, see if it cranks over better.

sorry i shoulve clarified that those parts i replaced were bad or going out so i did them just to be sure it was not one of them

Always trouble shoot then parts never the other way around. I have tractor that have point rotor and cap that have been on them for 2 plus years and still running just fine.

#1 check your spark it needs to be a blue/white in color and jump a 1/4 inch gap or more at the center wire of the cap and at all 4 spark plug wires. If you have that go to #2

#2 Pull the carb drain plug and make sure you have good steady flow of gas that will fill a pint jar in less then 3 minutes.

#3 when was the last time you serviced the air cleaner?? If could be full of mud and water

Post back what you find

made a call to a guy today that said his tractor would not start then he called back and said it would start run a little and stop. asked him dose it have gas he said yes think i'm stupid i go over and stick a stick in tank about a inch 0n stick turn the reserve on starts right up guy says what the he-- had no idea it had a reserve 50 bucks and headed home

(quoted from post at 12:23:49 04/12/17) i will try the timimg tomorrow and let you know
Don't just randomly change timing. Check it correctly. TO 20 are known to break starters if not timed correctly. Don't ask how I know. Also distributors? freeze up if not properly lubed. Again don't ask.
