Cast broke off, can't tighten belt guard

Can't tighten bolt that holds belt guard, thus can't engage clutch to shift gears. Is there a way to fix cast to tighten bolt?

In my shop I would prep it by grinding it out and cold welding it with nickel rod , drill it and tap. this is a 460 Ford head that I recently repaired and someone else's attempt to repairing it.

I can't figure out exactly what you're working on from the picture...

What is the bolted on cover just behind the broken casting?

Could you drill a hole through the plate directly over the bolt in the cover, add a spacer, use a longer bolt?

Drill the hole deeper, tap deeper, and use a Grade 8 bolt.

What caused it to break, was the bolt too short, or did something come loose, or is there a lot of strain on that bolt?
