Spinning PTO Shaft

I've got a 1959 MF50.....The PTO shaft is spinning, even when in the "neutral" position. i.e. The tractor is moving, running forward, the PTO lever is in neutral, but the PTO shaft is spinning. I had a so-called tractor mechanic work on it and fix it (not sure if he did a darn thing). What is my problem and where should I start? This is dangerous as well as a nuisance, because any implement I hook up is now engaged. The shaft does not spin when the high/low is in neutral and the tractor is stopped, and does not spin when the clutch is pushed in. Please help.....
 
No sir....I don't believe I'm doing that. It "clicks" in to neutral, as well as active PTO and ground PTO....
 
Does it turn, as in connected to the engine?? Or does it turn, as in just barely turn when
not hooked up to anything?? Sometimes the circulation of the oil being moved by other gears
will turn the PTO shaft. Its not being turned by the gears, just the circulating oil.
 
Many tractors of that era did not have a PTO brake to hold the PTO shaft still when disengaged. Of the tractors that were equipped with a PTO brake, the brake is now worn out on many. Does the PTO have any power when it is spinning in neutral?

Yes, it is turning at a pretty significant RPM. And yes it will turn any implement. For example, with a square baler hooked up, its not turning hard enough to produce a bale, but turns enough for a grinding sound .....
