scotts s2046 lawn mower

my scotts s2046 will not start new battery new solenoid it's a 1999 model it will start if I jump the battery to starter .Anyone know how to fix this problem
 
Three things will cause it. One is a failed or out of position safety switch. If these are good another one is a bad ignition
switch in the Start position. Check it with a test light. The third is a bad starter relay (located between the starter and
battery on the heavier cables). Jim
 
Same as Jim. I have had all three on different machines. Some lawn
tractors have a fuse in the harness. Had a bad ignition switch last
year. Bad seat switch three years ago. Bad neutral switch on a JD
about seven years ago. Meter and a trouble / test light.
 
I have a 1999 John Deere Sabre 1646 which I think is the same as your Scotts just a little smaller. There is a fuse holder on mine near the bottom of the battery tray under the seat on the right side. Twice
over the years that fuse has blown, not sure why, but it has caused the same problem. Replace the fuse and it is good to go for another few years.
