600 series pump sump

Looking to get a bit of info on my hydraulic system on my 600 series ford. I am cleaning the hydraulic sump and internal lines to add the three point hitch top plate and hydraulic pump. I see that both lines are open in the sump. Is this supposed to be like this? I had figured the return would be but the pressure line would be closed. Does it force its way into the line and excess pressure just goes in the sump or am i missing something TIA

est look again, as lift wouldn't work if pressure line were open to sump.
 

Is there supposed to be a relief in the sump between the vertical line and the horizontal lines? This rear end is off a early ford 2000 series FYI

So a bit more digging and it looks like what ever is supposed to be connecting the lines in the sump, a relief, filter whatever it is, is missing. Anybody have a diagram on what supposed to be in there?
