kubota tractor has been sitting for 2-3 years. Starting to get it running and it has water oin oil. What causes this?

Assuming you don't have a leak from the cooling system, then its condensation from the humidity in the air. As the block warms and cools the water in the air condensates out.

Change the oil, check and fill the radiator. get it running. run til normal operating temp is reached for a bit. shut it down. Check coolant level and check oil for water/coolant and possible increase in amount. You'll know then whether it was condensate from setting or you have other issues. my 2 cents worth gobble
