removing the skin from 9N ford fenders

Each of the fenders have a couple of rusted out spots on them. I would like to remove the rivets, repair, clean and paint the skins before re attaching the skins. Any suggestions? Drill out the old rivets and buy new rivets? Make new patches and then cut out the rusted area and weld the patches in? Is there a trick to getting the skins back on properly?

I ground out the rivets, repaired the metal and painted, then reattached the ribs with bolts. I ain't proud.
 
That's what I did too except I used short carriage bolts, their round head resembles the rivets.
 
I found a drill bit that was very close to the original size of the rivets and drilled them all out. I did grind the heads down to get a "flat" to center punch and then drill. For replacement I used button head allen bolts. They looked the closest to rivet of anything out there. I don't know how you would do rivets. You would have to heat them then mash them with a hammer and an anvil. Doesn't sound like much fun to me.

I used ribbed necked carriage bolts similar to this.
They fit in the original round hole and hold themselves.
If you use stainless steel they look nice bare too.

Thank you for the advise. I did not think that the rivets would be the easy way of doing it and so that is why I asked before I attempt the removal.

I ordered them from Fastenal. Grainger and McMaster-Carr
probably would have them too. Google will bring up options
if you use the ribbed carriage bolt as the search term.
