The compression release is on the intake push rod. When cranking with the intake valve open, why doesn't the mag fire the intake charge and cause a backfire?
 
Likely because it is not open when it fires. The extended pushrod holds the valve open only part way through the compression stroke making total compression ratio much lower. (guess) Jim
 
Is a arrow a fairbanks clone? Like a 208cubic in. They don't have a rockerarm on the intake valve. But the reason is you have not sucked any gas and air in. So nothing to burn.
 
I've heard Arrow and Climax mentioned in the same sentence but I don't know who made who. Fairbanks Morse is a separate entity but could be a knock-off like you say. The system you refer to is "atmospheric intake"and is not applicable here. The Arrow has a washer attached to the INTAKE push rod,which is lifted by a lever outside the cylinder block. The push rod is lifted clear of the tappet and the intake valve stays open for the duration of the starting process.
