Yes, when the rack is stuck, you can free it up temporarily to get the tractor out of the way, but it will die again and the next time will be worse, etc. That is because there is a lot of grime and dirt inside the pump or the rack would not be stuck. The rack floats on a spring and that is why the throttle lever had no affect. I would recommend taking the pump out and strip it down on your bench to clean all the parts.

Alternatively, you can 1- drain the oil by removing the oil plug on the bottom 2- remove the side inspection plate 3-unscrew the allen screws on the top of the delivery valve cap and remove the rectangular piece being careful not to lose the springs. 4- put a pan under the pump and flush the unit with solvent over and over again from the top & side until all the parts are clean inside. 5- reassemble.

When you remove the delivery valve, the springs and the plungers may come off with it, because the plunger rods may be stuck in the delivery valve barrels. You can put them on your workbench and take them apart to clean them. just remember that the little foot at the bottom of each delivery valve plunger fits into an opening in the rack. You can see these feet placed in the rack when you first take the side plate off.

I would not use brake cleaner, except maybe on the delivery valve parts, because it can dissolve O-rings. Your unit may start leaking when you get it back together.
