1969 Ford 3000 PTO Not working

Hi, I'm trying to help my dad figure out what is wrong with his 1969 Ford 3000 Model #C1023C tractor. While snowblowing yesterday the PTO stopped rotating. I removed the snowblower and the PTO will rotate. I know its not safe, but i'm able to stop the PTO from spinning when grabbing it by hand. When I let go, it resumes rotating. Any thoughts or suggestions as to what might be the problem? Thanks
 
One of 2 things happened both require splitting. Either blowed lining of disc or broke hub on clutch disc. Iam leaning to broke hub because of load from blower.

He blew the pto clutch - either the hub or lining.
My money is on the lining. Those are a fairly small clutch for that much horsepower.
VTlogger, I have bought a few of those clutch kits from this site and had good luck with them.
I suggest you split the tractor first and then order the parts. Ford used two different spline counts on the main input shaft so you want to check before you order.
And any time I split one of those I also replace both of the transmission input shaft seals. They're not expensive and it's easy to do.
