Tractor shop lights - question

Are the rapid start ballasts in a fluorescent light recyclable? Had to replace a four bulb fixture and wanted to salvage everything I could of the old light. Already stripped out all the copper wire but didn't know if the ballasts could be saved.
 
It's oil filled and could countain pcbs if older than 20 years. Too messy for home recycling IMO.
 
Nasty stuff in the ballast. I had an old fixture in the basement and smelled something funny one day. The ballast case had rusted and leaked some gooey brown stuff on to my radial saw table. Hard to clean off. Don't mess with it yourself, take it to a recycler.
 
Perhaps I am a poor example to follow, but I just threw them in with the scrap steel. I think they have a heavy steel core
