Carburetor on a 1968 3020

Yes a guy took the carburetor off the tractor, and i am trying to put in back on. I am having a problem with trying to figure out how to connect the throttle cable to the carb. There is a spring and pin and a screw and cant figure out how they go on to connect it. Any help will be great thanks.
 
Throttle CABLE???

Throttle is a rod from the governor, #45 in the drawing, I believe, Spring clip at the front, cotter pin at the back. NO spring except the main governor spring.

CHOKE is a simple cable setup, tho.
 

The carberator is a Zenith and it's the cable that connects to the carb it's different then what it shows in the diagram you posted
 
Still not clear on this, but unless the tractor has been modded, the cable would be CHOKE, NOT throttle.

Here's the choke cable Key #4, pictured next to the throttle linkage on the throttle lever side of the governor.

Key #46 in the earlier diagram would be used with ANY of the option carbs.

Rod from governor back to throttle, R41569 is shown as Key #48 in the first diagram and Key #15 in the second diagram.
