No. The 14.9x38 is a larger tire than the 13, or 13.6x38. It was considered to be a step up, but would fit on the same rim.
 
I'll go with rusty. I have tractors with 14.9 and 13.6. 14.9 is larger and should be on a 13 inch rim. Mine are on 11 inch and the sidewalls pull in quite a bit.
 
at least in my part of the country they seem to be hard to comeby especially used. seems to be lots of 13.6 and 15.5 but few 14.9s
 
Good used matched sets of rear tractor tires 15.5x38 and under are getting almost impossible to find..I'm looking for a set of 13.6x38 tires for a pulling tractor and can't find any..
 

I've got a pair of 14.9x38 that came off my M. They are U.S. Royal brand. I'll give them to anyone who wants to come and get them. Tread is nearly non-existant and weather-checking is deep.

I replaced them with a brand new pair of 13.6x38 Akurets.
 
If you've looked at the price of new tires lately you'll know why there aren't many good used tires for sale out there. One glance at how much it's going to cost to replace them, and you decide that you're going to run the old tires until the tubes are sticking out!
 

A few weeks ago I saw a Farmall M with a decent set of RADIAL rear tires. The tires had been removed from the FRONT axle of a late model Deere. The tires were a metric size, but equivalent to the size that WAS on the M.
