case 480b wont start

the pull shutoff cable broke and I had to take the fuel pump off, to put new cable on. couldn't reach the bolt to tighten it with it on back of pump. got it back together and now wont start, before would start barley touching starter, I know its probably an air in line problem, but not sure how to bleed lines, any suggestion will greatly be appreciated
 
Loosen all injector lines @ engine/injectors. put throttle in wide open position. crank engine til fuel spurts out.CLOSE THROTTLE. start if all else is correct.
 
Thanks I tried so not sure what I did wrong ,fuel was in pump it just seemed not to pump turned it a lot it was smoking from muffler so maybe I was close, would the seals on shaft have anything to do with it one was a little crooked it would crank time you touched the key before I took off pump so I figured it was in the lines somewhere thanks for the reply Gary
 
whoops--mind wasn't in gear when I read post the first time---you pulled the injector pump. [leaving the shaft with the two black seals] in engine right? feeding the pump back over the shaft/seals is a real trick. the first one tends to roll backwards causing massive diesel leak into engine. also, governor parts can fall out of place if throttle shaft isn't blocked open, could be real trouble if I am understanding.
