There was one I seen run off city water it worked I think like a ram pump simple and not have to worry about electric failure.
 
Do you mean a battery back up for like a 12v volt bilge pump from a boat? I have set up a couple for friends where you have a normal 120 volt pump in the basement. Now if the power craps out the 12 volt kicks on when the water gets just a touch higher. Keeps your basement from flooding. Optima blue top trolling battery is super for that. I have a good battery maintainer hook up to keep the marine battery fully charged. Those little 12 volt bilge pumps don't cost too much and really save your butt if the power is out and you're not home. It is simple as dirt to hook one up.
 
I bought a barracuda professional grade sump pump kit from menards.about $300.00.it has 2 pumps and was completely put together.all I had to do was buy a deep cycle battery,drop the kit into the hole and connect the drain and electricity. done!! so far no problems.
