What do I have here?

So I have been cleaning out my uncles place. At one time it was a Chevy dealer and a case dealer ship. Found many nos parts and some short line parts. I have found four of these anvil looking things. They look like a cleat to put on a dock to tie up your boat. There was a tag on the one that said it was from a tool company out of Minneapolis Minnesota. So what is it? Was it a small anvil to rivet on the sickle sections? What's your thoughts?

To me that looks nautical in nature. I would call it a large boat/ship cleat. Figure 8 rope around it to secure line, could be used in a large barn with an overhead rope trolley system.
 
I was going to say it is a tinner's stake although I never saw a double one. But also why would someone have four stakes alike, So I must agree with others that it is a dock cleat or pad eyes All cleats and pad eyes I saw were welded down m Could this be from wooden docks or wooden ships?
 
It really resembles a boat cleat. Might be handy for boot making, but the ends look like they are curved up slightly.
 
The flatened surface suggests something other than a boat cleat. Also the mounting holes does seem substantial for large boats.
 
Well being a land lubber I don't know much about boat cleats but like what was said the bolt holes seem a little anemic for that purpose. I'll vote for it being some kind of a lightweight anvil. The top is flattened, one end is blunt and straight across and the other end is more pointed.
 
At first I too said "boat/ship cleat". But the points about the size of the mounting holes being small and the flat end of one of the ends make me think it isn't a cleat. Some kind of specialized anvil, maybe for forming sheet metal for something. It doesn't look strong enough to real whale on the ends of the horns, so light hammering as in sheet metal. Yeah, that's what I'll go with.
 
If it's heavy double-hot-dipped galvanized, I'd say nautical. If not, I'd say for sure NOT nautical.
