Spraying cornstalks?

Guy down the road had the seed corn picked last week. Today there is a large sprayer going over the field. Any idea what they may be spraying and why?
 
Someone else had an ATV and I assume was doing soil sampling. This field surrounds a hog confinement building and I realize that you can get too many nutrients from the manure so you cannot keep applying year after year. Time will tell if they put the manure on there or elsewhere and if a cover crop comes up. They do no-till on beans which they rotate back and forth each year.
 
Now they are using a floater type dry spreader and incorporating with a disc, Will keep updating
 
either fall sprayed for weeds but not sure why they would disc it or spraying 28 on the stalks to get them to break down faster.
