Could be they were screwed onto the curvature of something or maybe the base is curved for decoration. The hooks cold be for decoration or they could be for anchoring a light cord of some sort. They look like this side we are looking at is the side that contacts whatever they are bolted to but that doesn't make sense either. In the end, I don't know!

Need more views of items to make a better guess. From what I can see i would say they are decorative latches or hinge plates similar to what you can still purchase for carriage style garage doors.
