Massey 265 won't steer

I got a Massey 265 that won't steer. If you crank the wheel as hard as you can it will barley start to steer. Any thoughts?
 
This can get (and sounds like it already has) expensive by trying to guess the problem. A shop manual will have step by step diagnostics, which do involve taking pressure readings.

If you are sure the plumbing is correct, the steering valve has been replaced, the cylinders are good, you need to check the pressure from the pump. The preferred method is to attach a pressure gauge. Don't have the numbers, but most run 1500-2000 PSI.

A simple test, if you want to risk doing it, is to use a c clamp or something non destructive (vice grips and a shop rag) to gently squeeze the PRESSURE line (not the return line!!!) with the engine idling. You should feel the line pressurize, hear the engine load as the pump builds pressure. If it doesn't build pressure, there is a problem with the pump.

If the pump does build pressure, there is a problem elsewhere. That leads back to a plumbing problem (line switched), a defective valve (those are complex, just because it has been replaced doesn't mean it is 100% certain to work), or an internal cylinder leak (again, they need to be tested to be sure).

Any chance of mechanical problems? If there is something binding, you should hear the pump load when trying to steer, and see some movement. Try jacking the front wheel up, see if everything is free to move.
